09/07 Meeting MinutesMeeting Date: September 11, 2007 60th Anniversary of the CFMA President Rockwell called the September meeting of the Association to order with a salute to the flag at 9:27 AM, Father Hyland led all in an opening prayer in the memory of the fallen from the September 11 tragedy. A Financial Report was given by John Francolini and accepted by the membership. Committee Reports Board of Directors: Chairman Art Higgins was not present so President Rockwell reported that the Board of Directors is finalizing the Association budget. OSFM: John Blaschick reported that he has heard from Wayne Maheu that he is enjoying retirement. John also reported that the fee for Blasting Permits was raised to $30 effective July 1, 2007. OEDM: Sue Vaughn reported that Day and Evening classes are now running. Career development is ongoing. The joint Fire Marshal and Building Officials conference is October 18th, conference is filling up. The registration for the Vehicle Investigation Class is also filling up. Effective October 1st a Fire Marshal can retire his certification rather than being decertified. NFIRS can now be filed monthly / quarterly. There will be some changes in the NFIR coming in January 2008. An online method for class registration and for reviewing credits should be in place in the Spring of 2008. the OEDM is developing a List serve and needs email addresses. They are also developing a Plan Review Class to be presented in the future. Special Hazards: No Report Membership: Chairman Jolynn presented for 1st Reading: Motion was made and seconded to move the applications to New Business. Passed Codes and Standards: No Report “541” Committee: Lee Cook reported that the committee is meeting monthly. NFPA: 1st Vice President Patrick Tourville reported that at the NFPA Conference carbon Bottles in NFPA 58 was shot down. ICC: No Report NEAFM: No Report Conference Committee: Peter Phalen reported that the conference will be hosted at the Crown Plaza Hotel in Cromwell due to construction at the Waterbury Location. The dates are April 21/22, 2008. They are still finalizing the speaker list but are sure that the participants will enjoy the conference. President Rockwell commended the whole conference committee on the outstanding job in bringing the conference to a Superior level that all enjoy and have come to expect. Training Council: Sue Vaughn reported that all is set for the short ceremony that will take place at the October meeting to celebrate the 20th Anniversary of the Training Council. Commission on Fire Prevention and Control: Past Present Megan McCarthy reported on the Education Grant to the regional schools (State to pay ½ of the FF1 Class cost) NFPA 1: John Blaschick reported that all chapters and changes have been reviewed. Old Business New Business A motion was made and seconded to have the 1st readings follow the normal course. Passed A question was raised from the floor on the policy for appointments to Boards and Commissions. This was in response to the recent appointment to the Commission on Fire Prevention and Control. President Rockwell explained that he made this as a Presidential appointment. It was argued that we may need a better way of making these selections in the future. It was felt that all candidates for the position were not considered equally. President Rockwell stated that he made the appointment on information given to him and he will now direct the Board of Directors to take a look at this policy and make recommendation for changing the appointment procedure.
Good of the Association A motion was made and seconded to allow up to $1,000 to be expended on mementoes to be given out at the October meeting. Passed The Cost of the October will be $24 and include the normal social that will begin at 6 PM. With no other business to come before the Association a motion was made and seconded to adjourn the meeting. Passed 10:00 AM
